2. Information Phase: Where the Issue Is Presented

b.Share material related to the issue/topic, including the goal/rationale behind the proposed course of action. Encourage presentation of the values and goals that are present in the petition and not just the words

c.Receive, and respond to, as many questions for clarification as are needed to ensure that people understand the issues that are before them

d.Allow space for speakers to share what is important for them as they consider the issue
